A municipal charter is a basic document that defines the organization, powers, functions, and essential procedures of the city government. It is comparable to a country’s Constitution. The Charter of the City of Wichita Falls was adopted by referendum on March 20, 1920, and subsequently amended 11 times – the last of which was on May 13, 2006. The following proposed changes were recommended by the Charter Review Committee, established by the City Council by Resolution 59-2019 dated June 18, 2019. The City Council voted on June 16, 2020, to approve ten propositions that contain changes to be submitted to the voters at the joint general-special municipal election to be held on November 3, 2020. The document is in tracked changes format, with the text proposed to be deleted is in red and struck through, and the text proposed to be added also being in red but underlined.
