Compensation and Benefits


The City of Wichita Falls has many benefits available to employees. Some benefits are optional at an additional expense to the employee. The following are benefits that you as a regular employee would be able to enjoy.

   

Texas Municipal Retirement System (TMRS)


•Participation in TMRS is mandatory for full-time employees with the exception of Fire Department Civil

Service personnel.

•Participating members contribute 7% of their salary. 

•Retirement requirements: 25 years of service at any age or 10 years of service at age 60. Employees are

vested after 10 years of service.

•At vesting, the City matches all current and future retirement fund contributions in the account at a rate of 2 to 1.  Upon retirement from the City only.

Health Savings Account (HSA)
City Contributions:

You are not eligible to contribute to an HSA if you:
• Have a federally subsidized health plan (Medicare, Medicaid, Tricare)
• Have access to a Flexible Spending Account (FSA)
• Have another Traditional Health Plan (Plans that utilize co-pays)
• Are able to be claimed as someone else's dependent
• Have received care from the VA within the last 3 months

2023 annual contribution limit Employee only: $3,850.00
2023 annual contribution limit Employee and family: $7,750.00

All purchases must be eligible expenses as determined by the IRS's 213-D list, and can be used for the expense of a spouse or dependents, even if they are not no the plan.
The HSA plan will not pay on any non-preventative procedures prior to the deductible being reached.

Family Health Center


The Employee Family Health Center is located at the Public Health Department, 1700 Third Street, and is available for use by employees and their dependents. An employee, whether full or part time, does not have to be enrolled in any of the City’s health plans to use the City’s Employee Family Health Center. However, dependents not enrolled in the health coverage are not eligible to use the Employee Family Health Center. 7:00 am to 6:00 pm Monday-Thursday and 7:00 am to 4:00 pm Friday by appointment only

Clinic Cost


•Zero copay per office visit for any employee or dependent covered by Core or Catastrophic Health plans.
•$25.00 office visit for any employee (full or part time) not covered by one of the Health plans or enrolled in the HSA plan.
•Dependents not covered by one of the Health plans or who are on the HSA plan do not have access to the Employee Family Health Center.


Express Scripts Prescription Coverage


Only those participants enrolled in one of the Health Plans are covered by the prescription card. Dependents covered on the Dental Plan only are not eligible for the prescription card, maintenance medication rates (90 day supplies) aren't available to HSA plan participants.

Flexible Spending Accounts


Accounts are administered by Aflac through Take Care Wage Works.
Employees may annually set aside up to $3,050 of income for non-reimbursed medical expenses and up to
$5,000 (or $2,500 if married and filing separately) of income for qualified dependent care.
This money is deducted on a pre-tax basis.


Mission Square & Nationwide Retirement Solutions


Two 457 plans are offered to all eligible employees and is separate from the Texas Municipal Retirement System. Offered through payroll deduction, these plans are strictly voluntary.


Life Insurance


Each employee is covered for an amount equal to one times their annual salary. This coverage is through Symetra at no cost to the employee. An eligible employee may choose supplemental life insurance coverage through Symetra Insurance in increments from one-half to four times the amount of their annual salary. There is a small charge for the supplemental coverage.

Employees enrolling in supplemental life insurance may also choose supplemental life coverage for their spouse and/or dependent children up to the age of 25.  There is a small charge for supplemental coverage.

Vacation


An employee can accumulate up to a maximum of 35 days or 280 hours per year.
Vacation Bonus: An employee who does not use any sick leave or lost time during the fiscal year will earn two bonus days of vacation limited by the maximum accrual allowed - 280 hours.

Sick Leave


Sick leave is accumulated at 4.62 hours bi-weekly or 15 days per year. An employee can accumulate up to a maximum of 90 days or 720 hours of sick leave.


Emergency Leave


An employee may be granted up to 3 days of paid emergency leave per occurrence by their division head due to a death in the employee’s immediate family.


Credit Union


Membership in the Wichita Falls Federal Credit Union is available to employees and their families. A payroll deduction plan is in effect for both savings and loans.


Tuition Assistance


The City of Wichita Falls provides financial assistance for job related educational and degree programs for Regular full-time employees.
