Notice of Funding Availability for Program Year 2024-2025

The City of Wichita Falls invites all non-profit and public entities to apply for subrecipient funding through the Community Development Block Grant (CDBG) for Program Year 2024-2025. This funding cycle coincides with the federal fiscal year which runs from October 1, 2024, through September 30, 2025.  Generally, the City receives approximately $1.2 million in CDBG funding annually with approximately 25-50% being granted to subrecipients in any given year.  However, fund levels for the upcoming year have not yet been determined.

  • Please read the application carefully as the format and some requirements have changed.
  • Applications for CDBG funding should be returned to the Neighborhood Resources Division on or before MONDAY, March 18, 2024, by 5:00 P.M. Only typed applications will be accepted.
  • Projects located within the 100-year floodplain are NOT eligible for funding. For more information on this please see the "Supplemental Information" below.
  • All CDBG applications must meet a national objective for the CDBG Program.   Applicants must detail how their project will meet one of the objectives / eligible activities listed in the application.
  • Grants for service-related activities are limited due to federal regulations, and, as such, are highly competitive.  Eligible projects related to physical improvements of the organization’s facility typically have greater funding availability. While eligible physical improvement applications generally have more funding availability all eligible applications will be accepted.

The City of Wichita Falls invites all non-profit and public entities to apply for subrecipient funding through the Community Development Block Grant-Coronavirus (CDBG-CV) reallocation for Program Year 2024-2025. While this funding cycle coincides with the federal fiscal year which runs from October 1, 2024, through September 30, 2025 the funding is originates from unspent grant funds from Program Years 2020 and 2021.  The City anticipates reallocating approximately $100,000 in CDBG-CV funding.

  • Please read the application carefully as the format and some requirements have changed.
  • Applications for CDBG-CV funding should be returned to the Neighborhood Resources Division on or before MONDAY, March 18, 2024, by 5:00 P.M. Only typed applications will be accepted.
  • Projects located within the 100-year floodplain are NOT eligible for funding. For more information on this please see the "Supplemental Information" below.
  • All CDBG-CV applications must meet a national objective for the CDBG-CV Program.   Applicants must detail how their project will meet one of the objectives / eligible activities listed in the application. Additionally, applicants must document how the program will prepare for, prevent, or respond to the COVID-19 Pandemic (including recovery from the same).

Notice of Funding Availability for Program Year 2023-2024

The City of Wichita Falls invites all non-profit and public entities to apply for subrecipient funding through the Community Development Block Grant (CDBG) or HOME Investment Partnership-American Rescue Plan (HOME-ARP) for Program Year 2023-2024. Program Year 2023-2024 conincides with Fiscal Year 2023-2024 which runs from October 1, 2023 through September 30, 2024.  Generally, the City receives approximately $1.2 million in CDBG funding annually with approximately 25-50% being granted to subrecipients in any given year. HOME-ARP consists of a one-time special allocation and has approximately $714,000 remaining to be granted out to local program.

  • Applications for CDBG funding should be returned to the Neighborhood Resources Division on or before FRIDAY, April 14, 2023 by 5:00 P.M.    
  • Projects located within the 100-year floodplain are NOT eligible for funding. For more information on this please see the "Supplemental Information" below.
  • All CDBG applications must meet a national objective for the CDBG Program.   Applicants must detail how their project will meet one of the objectives / eligible activities listed in the application.
  • All HOME-ARP applications must serve one or more of the qualifying populations as listed in CPD Memo 21-10.   Applicants must detail how their project will serve one or more of these populations, in addition to detailing how it is an eligible activity listed in the application.
  • Eligible projects with a much better chance to receive consideration for funding are those related to physical improvements of the organization’s facility. Subrecipient grants for service related activities are limited due to federal regulations, and, as such, are highly competitive.

The City will accept an emailed copy of the application with original ink signature by your organization's authorized official, but you must keep a copy of the original application on file.
