The HOME program, established under Title II of the National Affordable Housing Act, is the source of funding for Community Housing Development Organizations (CHDO's). The HOME program is administered by the U.S. Department of Housing and Urban Development (HUD) in partnership with local governments. The City of Wichita Falls as a Participating Jurisdiction (PJ) is required to set aside a minimum of 15% of their HOME allocation for housing development activities in which qualified CHDO's are the owners, developers, and/or sponsors of affordable housing.
A CHDO is a City designated, not-for-profit, community-based service organization that has, or intends to retain staff for the purpose of developing affordable or mixed-income housing in the community it serves.
Legally recognized, not-for-profit organizations with a 501(c)3 designation by the Internal Revenue Service, who have been successfully engaged in the development of affordable housing as their primary focus for at least one year, may apply to the City to become a CDHO. Non-profits that have been sponsored by other non-profits, charities, religious organizations, local or state government, public agencies or for-profit corporations may qualify as a CDHO but certain additional requirements and board limitations apply.
Habitat for Humanity is currently listed as a CHDO for the City of Wichita Falls. As a CHDO they receive the required set aside funds which total 15% of our annual HOME allocation. The set aside funds are used to assist with development cost for each new Habitat House constructed within the Wichita Falls city limits. Habitat for Humanity is actively seeking applications from qualified families or individuals who may be interested in owning a new Habitat House.
